The next entity expected to back gay marriage is Washington DC.
If the Democrats hold onto both Houses of Congress, the mayor and 10 of 13 council members are pro same-sex marriage.
The earliest this could happen is April 2009.
Passage is not guaranteed but activist believe they have the votes needed.
